Children have the right to be emotionally and physically safe from harm at
all times. This booklet is designed to assist people who come into contact with
children and who are required by law, to report concerns of child abuse and/or
neglect. These people are referred to as Mandated Notiο¬ers.
In South Australia, a child is legally deο¬ned as a person under 18 years of age.
The protection and safety of children is a fundamental responsibility of families
and the communities in which they live.
The state has a mandate to intervene in family life when there is suspicion,
on reasonable grounds, that a child is at risk. Under the Childrenβs Protection Act
1993, this mandate is the responsibility of Families SA, part of the Department
for Families and Communities.
The object of state intervention is to work in partnership with the child,
the family and other agencies in order to:
ensure that all children are safe from harm
ensure, as far as is practicable, that all children are cared for in
a way that enables them to reach their full potential and
